In anticipation for the Utah ShakeOut on Tuesday, April 17th; our Be Ready Herriman Meetings will focus on topics that will help our teams and areas be prepared to activate. Both for the Utah ShakeOut and in case of a real disaster. On January 5th, at 7:00 p.m., we will discuss how to organize your teams and help people become aware of our response plan. Febuary 2nd, at 7:00 p.m., we will discuss block mapping and how to use them as a resourceful tool. On March 1st, at 7:00 p.m., we will discuss communication and the many ways it can be accomplished. Please join us for these events. All Be Ready Herriman meetings will be held at Firestation #123, located at 4800 West Mt. Ogden Peak Dr.

This training replaces our regular Be Ready Herriman monthly meeting.

NOTE: Herriman City will form an Animal CERT team for use in evacuating large animals or providing animal services to evacuees. Please attend and invite your horse- or animal-skilled neighbors to attend to participate in this team.

NOT AN ACTUAL EMERGENCY

Drill scenario: The Wasatch Front region has just been hit by a 7.5 magnitude earthquake. Your family is okay but your home has been damaged.

Resident actions:

You smell a rotten egg odor and hear water running.

1. Locate (BUT DO NOT TURN OFF) your gas meter. Do you have the correct tool to turn it off?

2. Locate (BUT DO NOT TURN OFF) your water shut-off valve.

3. Verify your water heater has an earthquake strap securing it to the wall.

Scenario: You have been notified by emergency responders to evacuate.

4. If you have them, locate your 72-hour kits and prepare to evacuate.

5. After completing steps 1-4, please take your 72-hour kits and "evacuate" to your area’s evacuation location.

• If you already know your area’s CERT staging location, go to that location.
• If you do not know where your area’s staging location is, evacuate to any one of these five locations:

o Fort Herriman: LDS Church at 12791 South 6000 West
o Herriman: 13680 South 5584 West
o Rose Canyon: 7079 West Rose Canyon Rd (14270 South)
o South: Rosecrest Fire Station 123, 4850 West Mt Ogden Peak (14620 S) ** Resident participants, please park at the LDS Church next door, 14550 South Juniper Crest Rd (4990 W)

It's been one year since our planning and preparation efforts resulted in a successful response to the Machine Gun Fire. Our emergency preparedness efforts will continue this Saturday, September 17th, with our semi-annual emergency exercise. We'll be activating in the morning so be ready to receive the exact scenario and procedures then. Be sure you are connected within your team and area organizations as well as through Facebook, Twitter, and our Be Ready Herriman website.

Our objectives for this drill are to improve area leadership and incident command structure, mobilization and demobilization (focus on check-in and check-out for volunteers), and block organization.

We're now using a new email system which will enable us to send email more efficiently to our volunteers. Transitioning to this new system may have caused us to import older email addresses. If you need an email change or need to unsubscribe for any reason, you will now be able to do so using the link within this email.

Utah Task Force One Seeks "Victim" Volunteers

UT-TF1 is hosting a National FEMA Canine CP (Certification Preparation) event Saturday October 1^st and Sunday October 2^nd in West Jordan. Attached is a map to the site that we will be using for the event. We are asking for up to 14 volunteers for both day to assist us with the event. Will be providing lunch and drinks for the volunteers. The will be used in the rubble pile as victims that the canine teams will be locating. We will hide up to 3 victims per pile and so we will need to rotate people through as victims for safety sake. Can you contact your CERT volunteer coordinators and see if there would be any interest in assisting us with this event. I would ask that they be no younger than 15 years of age and able to climb onto and into the rubble pile so they need to be in relatively good shape and be in good health. Times are 8am-5pm each day. If you have any takers have them call or email me. It will be a first come first serve basis.

We've put together a new flood potential briefing as of June 14th, 2011. This briefing looks at the June temperature levels compared to normal, and the remaining areas with sufficient snow to produce flooding. Additionally, we looked at the Cottonwood Canyons snowpack from June 5th, 2010 and compared it to the current snow levels. We did this to illustrate the snow levels that produced flooding last year, to the current snow levels.

Herriman City Soil Saturation Report, 5/19/2011

Update on Soil Saturation from Herriman City Operations:

“We have checked all the sites numerous times throughout the last few days. With the constant rain we have been experiencing the storm system is working well. We have not seen any bad signs of debris flow or over saturation. I’m attaching some pictures of the holes we have dug to test saturation levels. Please keep in mind that there are too many variables to accurately predict if we will experience a mud slide or not. With that in mind, I’m happy to report that all is well.”

Brian McInerney, Hydrologist with the National Weather Service in Salt Lake City, confirms in today’s briefing the weather has been quite a bit cooler and wetter from mid-April to mid-May than in typical years. This has resulted in a larger snow pack (over 230% of normal in some areas) and has delayed the snow melt. The longer the cooler than normal weather delays the melt, the more potential for flooding when it does warm up.

Emergency Drill Date Change

As of May 5, 2011, Herriman City has changed the date for the upcoming emergency preparedness exercise as well as the schedule for future exercises. Emergency exercises will now occur on the third Saturday of March and September each year. The change to the exercise week will better accommodate city events to allow the city to participate to an even greater degree with the emergency volunteers.

Saturday, September 17, 2011, will be our next Emergency Preparedness Exercise.

Sandbagging Event

In preparation for the forecasted Flood Season, we would like to invite you to a Sandbag Fill this Saturday at the Salt Lake County’s Public Works Facility. The volunteer event will be held from 10 am to 2 pm, or until our goal to fill 4,000 sandbags is achieved. Youth groups and families are welcome to join, but please remember that youths will need adult supervision to participate. As you know, Salt Lake County is getting ready for the late spring runoff. While we hope Mother Nature cooperates with moderate temperatures that reduce the threat of flooding, we are preparing for the worst, just in case.

There is a volunteer opportunity for Salt Lake County employees, their families and friends to fill sand bags Saturday morning. This is a great opportunity to perform an uncompensated civic duty to benefit the citizens of the County. Our goal is to fill 5,000 bags. We need between 300-400 volunteers.

The specifics of the event are:

Salt Lake County’s general preparedness checklist

Salt Lake County Flood Control, in coordination with the Unified Police Department and the Unified Fire Authority, has prepared a county-wide map of the FEMA Flood Plain around each creek, along with potential heavy equipment needs at these locations. Staging locations have also been identified and mapped county-wide for potential incident command and volunteer efforts. These combined maps will be used to plan, organize, and mobilize resources during a flood event.
The county currently has 5,000 sandbags filled and on pallets, and will have 10,000 sandbags by the end of April.
Salt Lake County has 100,000 empty sandbags and is processing more than enough sand to fill all of the bags.
Salt Lake County has 400 tons of rip rap (large, angular rocks) stockpiled and ready for distribution and deployment.
Salt Lake County’s Flood Control and Operations Divisions have inventoried numerous pieces of heavy equipment, including back hoes, track hoes, and over 60 trucks available for hauling.
Two stream books are being prepared for our largest snow melt-controlled creeks.

Stream books are filled with various maps and are provided to equipment operators and other emergency personnel to use in a flood emergency.

Gauges to measure the flow of streams are up and running.

Salt Lake County Engineering and Flood Control is asking that each city send an inventory of resources they have in place (such as equipment or stored sand bags) they might provide the county as mutual aid in an emergency. This information should be sent to Salt Lake County Engineering and Flood Control, at (801) 468-2711 or pwengineering@slco.org.

Public education and awareness is vital in emergency preparation and prevention

During your spring cleanup, do not dispose of yard trimmings and tree branches in the creek. This debris is difficult to remove from the creek and can clog culverts and cause flooding to neighbors downstream. If you see debris causing problems in the channel that you cannot safely remove, contact Salt Lake County dispatch at (385) 468-6101.

Debris in the creeks also depletes the oxygen levels in the water, which is detrimental to the aquatic ecosystem.

A permit is required for anyone doing any work along the channel of the creek, from both Salt Lake County Flood Control (no fee required) and the State of Utah Department of Natural Resources (fee required).

Safety tips

Monitor local media sources and other service providers from America's Weather Industry, NOAA Weather Radio All Hazards, and/or NOAA's National Weather Service web sites for vital weather information.
If flooding occurs, move to higher ground, away from areas subject to flooding, such as dips in roads, low spots, canyons, and washes.
Avoid areas already flooded and do not attempt to cross flowing streams.
Do not drive around barriers that warn you the road is flooded...Turn Around, Don’t Drown.
Never drive through flooded areas, as the road bed under the flood waters may be washed out.
Never allow children to play around high water, storm drains, viaducts, or arroyos.
Do not camp or park your vehicle along streams and washes if there is a threat of flooding.
Be especially cautious at night when it is harder to recognize flood dangers.

During an emergency, it is important that communities and neighbors work together to protect life and property. Private property owners and municipalities should not expect to be reimbursed by the county for labor, materials or equipment used during the flood without authorization from the county. Salt Lake County will deploy its resources during a flood emergency and expects municipalities and residents will join in a spirit of mutual aid during such an event.

As expressed in the linked KSL.com article, though infrastructure has greatly improved since the 1983 floods, we are still at an increased risk of flooding this year because of the snowpack levels. NOW is the time to be prepared as a family, neighborhood and city. Every year Herriman City responds to flooding incidents affecting residents in all areas of the city. Although Herriman City proactively responded to the damage of the fire with reseeding and other flood prevention measures, residents living in close proximity to the fire line may have an elevated risk of flood or mudslides for the next few years. Here are several rules to follow in most cases involving flood waters, debris and erosion:

NEVER
underestimate the power of debris flows.

TRY
to direct debris flows away from improvements.

AVOID
trying to control or confine the flows more than is absolutely required.

CLEAR
a path for the debris.

USE
your house or building as a deflector, if necessary.

ALWAYS
place protection to deflect debris, not to dam or stop it.

DEBRIS
will often enter a building through windows - board them up.

REMEMBER
to protect your family first, then your most valuable property - your home.

THEN
consider what time and money are available to protect other less valuable objects such as swimming pools or landscaping.

TRY
to install more permanent measures to protect your home. In general, debris flow problems will exist for several years after a burn. Sandbags usually last for only a year.

ALWAYS
work with adjacent affected property owners.

BE
prepared to sacrifice the use of portions of your property to achieve the greatest amount of protection.

AVOID
altering drainage patterns that could worsen conditions for your neighbor.

DO
make sure your homeowners insurance is up to date and includes the proper coverage.

Herriman City recommends all residents evaluate their properties and make any modifications necessary. Residents with concerns about their property may contact Herriman City for a FREE property inspection by an Engineering Department staff member. If you were separated from your loved ones during a disaster, would you know how to reunite if it weren’t possible to meet at your home? Safety Maps website allows users to customize Safety Maps to place in wallets, purses, work emergency binders, children’s backpacks, 72-hour kits or anywhere else. It was very easy to create a map and the template includes the ability to customize a message; this would be a perfect place to list in-state, out-of-state and other emergency contact phone numbers.

This Thursday, April 7th, we encourage you to attend our Be Ready Herriman meeting at 7:00 p.m. The meeting will be held at the new Rosecrest Fire Station #123 located at 4850 W Mt Ogden Peak (14620 South). A map is posted online. We will debrief from the March 12th emergency exercise so even if you weren't able to attend the exercise, this will be valuable information about what went well and what we'll be doing to prepare for our next exercise, scheduled for September 10th.

That same morning, April 7th, the Urban Search and Rescue (USAR) team needs 10 volunteers to help K-9 training and certification. This will be held at the Salt Lake City Fire Department training tower located at 1600 South Industrial Road (1900 W). April 7 from 8am-around noon. As it will be outside, please dress for the weather. This training exercise will be a great opportunity for our CERT teams to see the amazing USAR team and their search dogs in action. If you might be able to help, please reply to this email.

Next, we're excited for a new amateur (ham) radio class to begin this Saturday. The manual costs $15 but the class itself is free. It will also be held at the fire station; please see additional information online.

Finally, Herriman City is launching a volunteer initiative, "It's Our Town." This program will provide opportunities for service-minded residents to contribute to our great events. We've been asked to let our emergency volunteers know about these additional opportunities available to share your talent and expertise. Emergency Drill Thanks and Updates

We are very grateful for the fantastic participation in today's emergency drill. Thank you, volunteers, for activating with us. Thank you, leaders, for your thoughtful preparation and work to make this happen.

Residents should have received a flood preparedness flier as part of the exercise. If you know of someone who was missed, download the brochure online. Also, we know some of our volunteers haven’t registered with the city as an emergency volunteer. Would you please take a minute to register online?

We will have our debriefing as scheduled on Thursday, April 7, 2011. Herriman City, Unified Fire Authority, Unified Police Department and the CERT leaders will give a short report on their observations. Then, we would like to receive feedback from the audience of what went well, how we can improve, and what training you would like to receive to be even more effective in future exercises.

Please refer to the meeting schedule for the remainder of this year and be sure to SAVE THE DATE of Saturday, September 10, 2011, for our next semi-annual exercise.

Finally, we hope the earthquake and tsunami catastrophe in Japan has helped us recommit ourselves to being prepared as families, leaders and a community. Be Ready Herriman meeting

Our March Be Ready Herriman meeting is scheduled for this Thursday, March 3, 2011, at the UFA Rosecrest Fire Station #123. This station is located at 4850 West Mt. Ogden Peak (14620 South). We’ve determined some internet and GPS map systems do not yet correctly identify the physical location. Therefore, please refer to the map shown when you make your first visit.

Area Leaders as asked to attend a 6:00 p.m. meeting. Communicators/ham radio, team leaders and block leaders are asked to attend at 7:00 p.m. We will discuss block organization and activation as well as review emergency communications. We will be testing a draft of a new communicator’s message form during the upcoming semi-annual exercise on March 12, 2011. This form will be presented during this March 3^rd meeting and any questions will be answered at that time.

NEW FIRE STATION RIBBON CUTTING AND TOUR: The new Herriman Fire Station ribbon cutting will be on Thursday, Jan. 19 at 10:00 am at 4850 West Mt. Ogden Peak (14620 South). The public is invited to join the ceremony and the subsequent activities including public tours throughout the day. Our Be Ready Herriman committee is especially thrilled for the new 5,000 square foot community training room where we will now be holding most of our CERT classes and CERT leader trainings.
UFACERT TWITTER ACCOUNT: The Unified Fire Authority just started a Twitter account for CERT-specific information. If you use Twitter, please follow them at http://twitter.com/ufacert. Besides traditional CERT telephone and email activation procedures, Herriman City also uses http://facebook.com/BeReadyHerriman and http://twitter.com/BeReadyHerriman as official city social media communication channels in an emergency. CERT SCHEDULE: The Unified Fire Authority has adopted a shorter CERT training class schedule to make it easier for communities to get the necessary training but with less in-class time. This requires participants to complete the online IS-317 introduction to CERT prior to the first day of class. Reseeding Volunteers Press Release

Herriman City is requesting volunteers for a reseeding community service project over UEA weekend Thursday and Friday, October 14-15.

“With approximately 275 acres to reseed by hand, we have a need for roughly 500 volunteers to
adequately cover the area,” said Coralee Moser, emergency volunteer coordinator. “We are
asking Community Emergency Response Teams (CERT), church and school organizations, and
residents from inside and outside our community to lend their support.”

“The UEA weekend is an ideal opportunity to recruit the necessary volunteers to both meet our
grant deadline and allow the seed sufficient time to take hold before winter,” said Nicole Martin,
public information officer.

The Natural Resources Conservation Service (NRCS) provided a $400,000 emergency watershed protection grant to the City of Herriman and Salt Lake County for hillside restoration including reseeding and erosion prevention measures.

Interested individuals must pre-register by visiting www.herriman.org and select the “Help Herriman’s Hillside” icon. The registration process will require contact information and a preferred shift start time, anticipating each shift will take 2-3 hours to complete.

Volunteers should be prepared to wear sturdy, closed-toed shoes, long pants, supply their own
water and complete a Reseeding Volunteer form.

Dear Volunteers,

It's time for our semi-annual Emergency Drill the morning of Saturday, September 11, 2010. We will be testing our volunteer activation process including activating our phone tree and utilizing our email and Twitter/Facebook communications. Accordingly, the scenario this time will be "DIRECTED ACTIVATION," meaning all volunteers will be directed to activate by a specific request rather than self-activating as in the case of an earthquake or larger-scale disaster.

During our drill, a phone tree message will start on the city level, then progress through the area, team and block levels until all areas of the city are activated. This will begin around 8:00 a.m. but your receipt of the activation will depend on the efficiency of the calling tree. Understanding that calling trees can be faulty, we will also activate our email response list to those who have ever registered with our Volunteer Database or subscribe to our Twitter and Facebook communication pages. (Note: if you use a Twitter account, you can have messages posted by Be Ready Herriman sent to your mobile phone as a text message.) When you are activated, you will receive a message with a specific scenario and location to which you are responding.

To prepare for this drill, we only ask that leaders ensure they can communicate with their areas, teams and blocks and that appropriate redundancies are in place in case someone is unable to participate in the calling tree. We will be activating with a specific scenario to a specific location in the city and expect the drill to take most of the morning. Ham radio personnel will receive a separate message regarding their activation procedures. After activation, ham radio and other communication personnel are asked to participate as emergency volunteers, not communicators, as no communication network will be needed that day.

CERT Drill, Saturday, March 13, 2010 @ 9am

We will practice our earthquake scenario; CERT teams, block, team and area leaders will self-activate at 9:00 a.m. Our flexibility in completing our own tasks while responding to CERT skills assignments will be challenged in this drill.

Please communicate this to members of your team. If you haven't already registered as a volunteer with us, please take a moment and register. Registrations from September's exercise are still on file.

City ham primary radio frequency will be 146.460 Simplex, secondary frequency will be 146.40 if needed. ALL COMMUNICATORS (ham, phone, FRS radio) need to state, "This is a drill."

Additional participant instructions:

Drill will start at 9:00 a.m. Teams will self-activate and begin searching their blocks.
Area Leader establishes Incident Command System at area staging locations.
EVERYONE reporting to team or area staging locations must sign in.
Area Emergency Communication Specialist (ECS) tunes to the city emergency net to check in. (Primary frequency: 146.46, Secondary frequency: 146.40) Areas conducting their own net should coordinate with city net control.
Use the general message form and message log to document all radio communications.
Other CERT forms mentioned below are available in Word or PDF format.
MANDATORY: Each radio communication must include the phrase “This is a drill.”
A team may use alternate communications to establish contact with the Area Leader if a radio operator is unavailable.

Communication traffic priority:

* Medical conditions of immediate or worse should be immediately communicated. See Triage Tags.
* Fire severity beyond CERT capacity to handle after size-up is done.
* Search and rescue needs beyond capacity of CERT team to accomplish.
* Communication of needed resources and when you are finished with them.
* Anything you can’t handle with what/who you have on hand.

Scenario:

An earthquake of a magnitude 7.8 struck at 8:59a.m.affecting the entire Wasatch front area. The ground shook violently for over 40 seconds. Main arterials are impassable or are open only to emergency vehicles; many fires have broken out due to ruptured gas lines. Electricity and phone lines are down throughout the region. CERT teams and emergent volunteers in your neighborhood are gathering pre-designated staging locations.

Personnel:

Your team during this drill consists of all CERT teams and emergent volunteers in your neighborhood who report to the staging area after the earthquake. Remember to track personnel. The Area ECS works directly with the Area Leader.

Neighborhood Damage Survey:

Each CERT team must evaluate their neighborhoods for damage. “Damage scenarios” will be found throughout your neighborhood. For the purposes of this drill, these scenarios will generally be located on the front doors of homes (with the owner’s permission). Remember to track "damaged" homes.

Communication Steps:

* Team locates “Damage Scenario” card. (Remove from door, convey message including address, block number (if available), and concise description of the scenario to the Team Leader.)
o Can the scenario be resolved by the TEAM with available resources?
+ Yes – Team documents scenario using CERT forms
+ No – Escalate scenario to the Area Leader; document scenario.
o Can the scenario be resolved by the AREA with available resources?
+ Yes – Area documents scenario using CERT forms
+ No – Escalate scenario to the City; document scenario.
o City documents scenario, obtains assistance from emergency responders.
* In the event the CITY calls for assistance, communicate the requests from the Area Leader, to the Team Leader, to all Block Leaders.
* At the conclusion of the neighborhood damage survey, all forms and “Damage Scenario” cards are to be sent to the Area Leader.
* At the conclusion of the drill, a short "hotwash" should be held at the team level, then team leaders attend an area level hotwash. At that time, all documentation forms and cards collected are given to the Area Leader to be returned to the city.
* City Emergency Operations Center (EOC) Locations:
o During the drill -HERRIMAN WEST AREA - 13768 S Rose Canyon Rd (6400 W).
o Post-drill debriefing - For all Area Leaders - Herriman City Hall

Dear Emergency Volunteers:

Thanks again for a successful September drill. As we move into the fall and winter seasons, we'd like you to keep the following opportunities in mind:

1) We will have a DAYTIME Community Emergency Response Team (CERT) class in Herriman starting Tuesday, October 27th from 9:00 a.m. - 12:00 noon, continuing for six weeks. The location will be the LDS Stake Center located at 5600 W 13680 S. Please consider taking this class if you're not CERT trained or pass this information to your neighbors. This is a great class for community members who may be retired, have children in school during the day or otherwise have a free morning. REGISTER ONLINE. There are other classes available if this doesn't work with your schedule but this will likely be the only Herriman class until next year.

2) This Saturday, October 10th, will be a Ham Radio Go-Kit training at 10:00 a.m. at the Herriman City Hall. If you are a Ham Radio operator or if you have an interested in Ham Radios and emergency communications, please join us.

Herriman Amateur Radio Club (HARC) mobile ham radio go-kit training will be scheduled for Saturday, October 10th from 10:00 a.m. - noon at Herriman City Hall. We will learn how to set up the kits, discuss how to report problems with the kits, test them on-air and debrief on the city drill.

Ham Radio Go-Kit Manual

Herriman City used some grant money to purchase materials to assemble ham radio "go-kits."

It is expected these kits will:
1) Provide licensed amateur radio operators the equipment necessary to use their skills in an emergency, even if they don't own their own equipment
2) Be mobile and self-contained so an operator could have everything necessary available and know all equipment is compatible
3) Use a variety of power sources to ensure operations in any type of an emergency
4) Be identical so an operator familiar with one kit can easily transition to another kit

Jon Titus, KZ1G, has written a thorough Go-Kit manual which should be read by all operators. Additionally, he will provide a hands-on training, date to be announced.

If you observe any errors in this manual, suggestions for changes, or ideas for additional information you would like the manual to provide, please review page 27 for instructions.

We greatly appreciate Jon's commitment to this project.

Sept. 12th Wildfire Drill

Our September 12th drill is this Saturday! Our drill scenario will be a wildfire evacuation. Our main objective will be to conduct a smooth volunteer registration, check-in/check-out and volunteer assignment process. In a real wildfire emergency, CERT and team volunteers would be activated by the UFA or city. We will therefore activate by phone tree with an assigned meeting place for volunteer registration in the morning; if you haven't received a call from your CERT team phone tree by 9:00 a.m. or so, please still come over to the Herriman City building to participate. If you are CERT-trained, please wear your vest and helmet for identification purposes. Please remember to pre-register (link above or below).

Part of this drill will test how well volunteers from one area can work in an unfamiliar area or assignment. This drill will be a lot of fun!

Disaster Volunteer Registration Form

To ensure all our volunteers are registered with Herriman City and to expedite the volunteer check-in process during a drill or an actual disaster, we are pleased to introduce an online registration. The information collected will be used only for readiness exercises, drills and during an emergency.

Once registered, volunteers will need to sign a Release of Liability and Indemnification form the first time they report for a volunteer assignment. By pre-registering, the volunteer check in process will go much more quickly than if volunteers spend valuable time filling out paperwork at the time of the disaster or drill. As volunteers may include scout-age youth, please be advised the Release of Liability will require a parent/guardian signature if the individual is under the age of 18.

We will have limited paper registration forms available for volunteers who cannot or choose not to pre-register.

Are You Ready? and CERT classes

The Herriman South Area will host an "Are You Ready?" class on Saturday, September 19th at 7:00 p.m. at the LDS building located at 14400 South Juniper Crest Rd. This is a good introduction to the Community Emergency Response Team (CERT) program and personal preparedness. Please see the flyer here.

Also, the Unified Fire Authority has published their fall CERT class schedule. Please click on the CERT logo in the right column to sign up for classes. Herriman City will reimburse Herriman residents their tuition fee after successful completion of the class. (Must be a Herriman City resident to qualify.) Reimbursement is "while supplies last" so don't delay.

Debriefing and Planning Meeting

We have reserved a time for the debriefing and planning meeting for the past and future emergency drills. This meeting will be Tuesday, June 9th at 7:00 p.m.at Herriman City Hall. We ask that Area Leaders please ensure someone is there to represent your area in case you're not able to attend. Anyone interested is welcome to attend so please feel free to forward this invitation to your teams.

The purpose of this meeting is to review the results of the March drill - our successes and areas for improvement - and discuss objectives for the September drill scheduled for Saturday, September 12th. If the team did not participate in March, they are still welcome to attend as we can learn from the past results, as well as plan for the future drill together.

Although we can't mimic the chaos of an authentic emergency, we have learned how to be more effective as a city through your participation in our drills. We can't say it enough - we truly appreciate your time and commitment to emergency preparedness efforts in our community!

LISTEN FOR: Sirens, to activate the drill

WATCH FOR: Neighborhood CERT teams doing mock searches of neighborhoods and communicating results to Herriman City by messenger or ham radio.

HELP BY: Participating, either with your own neighborhood CERT team or by helping us as a “spontaneous volunteer” at the City.

Getting Started with Ham Radio

We've occasionally been asked how to get started with Amateur (Ham) Radio. Here's how to get started in a nutshell:

1. Understand the basics of ham radio.
2. Prepare for the exam

Find a class to attend: Sandy City, Herriman (coming Spring 2009),
Check out The ARRL Ham Radio License Manual from the library or buy your own copy or take the study course online (more expensive).
If you are already have a good background with electronics, you could probably review the FCC rules and regulations that apply to Amateur Radio and pass the test without a class. Download the question pools to ensure your knowledge is adequate.

3. Take online practice tests (you will first test for the lowest level of Technician, but can take exams for General and Extra Class licenses; select the appropriate level from the links)
4. Schedule and take the real exam.
5. Set up a station.
6. Get on the air and get involved by networking with other ham radio operators in the community.

FAQ:
Q: Do you have to know Morse Code to get an Amateur Radio license?
A: NO!

Q: Why is amateur radio helpful in emergencies?
A: When traditional communication methods (landlines, cell phones) fail, ham radio is available.

Q: Is ham radio expensive?
A: It varies just as much as buying a television varies. You could go for a small radio with fewer options or a very expensive unit with all the bells and whistles. When you're licensed there will be many other hams who are willing to give suggestions.

The Ready Campaign is launching a new tool to encourage Americans to take steps to prepare. The Campaign is hosting a video blog and is looking for Americans who have recently experienced an emergency situation such as Hurricanes Gustav or Ike to help us tell Americans why it is important to take steps in advance to prepare. This new video blog will be hosted on Ready’s Web site www.ready.gov and aims to inspire more Americans to get an emergency supply kit, make an emergency plan and to be informed about the different emergencies that can happen.

Ready is looking for entries, so we hope you will pass this along to people who would be willing to help us get more Americans taking steps to prepare for emergencies.

Here’s how it works:

Video Format

You can use any recording device to record your video clip (such as cell phones) and clips should be no shorter than 60 seconds and no longer than 3 minutes. Upload the video to www.youtube.com/fema by responding to the video that requests submissions. Any video format that can successfully be uploaded to YouTube will qualify for a submission. Good quality cell phone videos can qualify, make sure your lighting and audio will come out well before shooting the video!

Criteria

Qualified submissions must include the term "Ready.gov" somewhere in the title of the video. Submissions will be chosen on the basis of content, helpfulness in encouraging preparedness, and general clarity of your message. Your video will be reviewed by Ready and be featured on our Web site (www.ready.gov) if your submission is approved, and it will help thousands of people to prepare for emergencies and natural disasters.

Possible reasons for rejection include: poor video quality, excessive background noise, poor lighting, video volume "too loud" or "too soft", offensive language or content, failure of video submission to play correctly, video length issues [too short or too long], irrelevance to the subject matter, or incorrect or omitted contact information or email for submission.

211 Information and Referral refers people to human services resources, some of which are also agencies that can help with a variety of different things during a disaster. They have a resource directory they update and sell every couple of years. The new directory has just been updated. They are now creating a separate Disaster Resource Directory and need help in knowing what agencies are out there. As this includes our organized CERT teams, Herriman City will be submitting information on the available teams. The Unified Fire Authority will be the contact for activation, should it become necessary.

National VOAD Conference Volunteers

Utah will be hosting the National VOAD Conference May 18-22 2009. This will be a great conference and a wonderful opportunity for Utah VOAD to host hundreds of visitors from around the country. As the host state, we will have several responsibilities. One of those responsibilities is volunteer recruitment. Over the few days that the conference will be held, anywhere from 25-30 volunteers are needed to help in various areas. If you are willing to participate as a volunteer during this time, please let Hillary Sorenson know at 801-743-7143. This will be a great experience for all who participate. August Draper CERT Team Activation

Some have wondered if the purpose of a CERT team is limited to a major disaster, such as an earthquake. A recent example of a local CERT team activation was documented by the Unified Fire Authority on their website as follows:

Our CERT Team in Action

On August 25th, 2008, wildfire erupted in the foothills above Draper City. The fire spread quickly through the dry desert grass and began threatening homes within minutes. Families were evacuated and fire crews worked for hours to protect homes as the fire raged across the mountain. Fortunately, no homes were damaged and families were allowed back into their homes that evening. The fire eventually burned over 800 acres and left the hillside above the evacuation area barren and unstable.

Draper City brought in Geologists who quickly warned them that the scorched hillside was going to be vulnerable to mudslides for the next 3 years. Sudden rain could quickly erode the now rootless hillside and create flooding problems and sudden mudslides. It was a scary proposition, and rain was in the forecast for the upcoming Labor Day weekend. Draper City needed to warn their citizens of the dangers and inform them of the city’s plan. They only had a day to act, and needed to ensure that all of the people in the evacuation area made it to their town hall meeting to get the necessary information. City officials turned to UFA for advice. We knew that flyers would not be read by everyone. Face to face interaction was the only way to ensure that everyone was informed, but we didn’t have enough firefighters to canvas the area quickly enough. We called upon our local CERT team’s Emergency Volunteer Coordinator to help us get the word out.

We informed the Emergency Volunteer Coordinator that we needed as many CERT members as possible to help us spread the word. She made a few phone calls, and within 2 hours, we had over 30 CERT trained people at the base of the mountain, ready to help. We divided up the area and spread out. An hour later, Draper’s CERT team had passed out literature and answered the questions of 200 households. To organize an effort that large within two hours of its suggestion is quite a feat. Our EVC program is working! We are getting organized and our contract cities are beginning to see how valuable our CERT teams can be. Although we hope we never NEED to activate our CERT teams, it’s comforting to know that we have such a valuable asset in our neighborhoods. We’re finally organized, and if the Corner Canyon Fire is any indication, we’ll be able to perform at a high level whenever called upon. Wildfire pictures courtesy of Deseret News.

The online registration for the November 8th Building Resilient Communities Conference is now ready for use! Please go to www.regonline.com/BRC and follow the simple directions to register. The first 30 registrants for each track are free! Track 1 is limited to 70, so register quickly.

Please share this information with all those in your respective councils, organizations, NW groups, and communities. More and more we see the need for citizens to become involved on every level of the well-being of their communities. This conference will not only give you needed information, but an action plan of taking your community to the next level of resiliency!

Remember that there are two tracks:

Track 1 - "The Leader's Role in Creating Vigilant, Prepared and Resilient Communities for Homeland Security" presented by Rich Hendricks of WCPI. This track is for local elected officials, public safety and community and Neighborhood Watch leaders, and middle managers including: law enforcement, fire service, emergency management, public works, tribal, state, and local government agencies, hospital health care facilities, educational institutions, and other public safety agencies. The December Emergency Volunteer Coordinator meeting is canceled. However, this does not mean the committee will have nothing to do! Many exciting things are coming up, including a meeting with your communication contacts you have given us, an update and tour for your Area Coordinators, and a discussion with a few EVCs who have volunteered to give input regarding a citizen handbook.

We will reconvene the Salt Lake County Citizen Preparedness Committee meeting on Friday, January 16, 2009 - 10 am. As planned, we will be extending invitations to all jurisdictions in the county to participate in this committee. This invitation will be sent in November. Draft forms to give to all jurisdictions regarding how to register/track/assign volunteers are nearly complete. It will not be mandatory to use these forms, but it will give you an idea of what documentation is needed for reimbursement.

Be Ready Utah recently launched a new look of their website - http://bereadyutah.gov/. I want to make you aware that they want to be aware of preparedness events in your community so they can advertise them and have write-ups and pictures. Please keep them informed events in your area so others can receive word about it. Contact:

The Herriman Teams map identifies each of the Herriman CERT teams.

Two of our areas stretch into unincorporated Salt Lake County on the west, while three stretch into Riverton City on the east. Despite those areas not being fully contained within Herriman City, they will be considered "Herriman Areas" for the purposes of emergency preparedness. This has been agreed upon in 2008 with the Riverton CERT Emergency Volunteer Coordinator, Jim Jenson. Our belief is an emergency would not distinguish city boundaries; neither will our CERT teams and areas.
